Position Overview The Health, Safety and Environmental (HSE) Manager is responsible for oversight of the Keokuk, Gurnee and Geneva sites, which includes:
developing, implementing, and managing HSE programs directed at promoting a behavioral safety culture and improving HSE performance while meeting all regulatory compliance for all US locations. Key Duties Through front line leadership, ensures that the Company, employees, and agents comply with regulations and company policies/directives as they relate to safety, health, and environmental considerations Ensures requirements for statutory notifications/reporting are met and maintains relevant data/information/records in accordance with federal, state, and local requirements. Manages incident reporting system including the incident reporting software. Prepares statistics relevant to safety and the associated costs. Maintains environmental permits at the sites. Ensures the timely submission of applications for renewal, modification, and/or change to the site's environmental permits. Works closely with the facilities to determine the need for outside environmental consultants. Keeps the site manager aware of developments on safety, health, and environmental matters including changes to OSHA and EPA requirements and ensures compliance with changes, proposed legislation, codes of practice, and standards. Develops plans and coordinates programs to ensure and enhance facility HSE compliance, including but not limited to contractor safety and environmental permitting. Develop new projects and implement modifications to existing processes to ensure compliance with safety, health, and environmental requirements through proper process hazard reviews (e.g. PHRs/HAZOPs) or Management of Change (MOC). Maintain knowledge on the chemical, physical, and biological properties of chemicals present on site. Understand existing plant processes and provide input on the development or modification of said processes to ensure plant safety and compliance. Leads development of annual objectives for site HSE improvement and training plans. Facilitates completion with cooperation of site leadership team. Accountable for oversight of HSE-related action items (RCAs, audits, incident investigations, MOCs, etc) including the communication surrounding status of completion. Manages the Security Team and implements site safety improvements. Promotes awareness of HSE and security issues at all levels, and ensures interest in site safety/improvements. Ensure that regular safety inspections are carried out, reported, and that corrective actions are integrated in site procedures. Acts as site contact with statutory, official, and other organizations in the field of safety, health, and environment. Develops and organizes safety and compliance training. Ensures training is conducted using an appropriate platform to promote the increase of safety performance standards on site. Ensure contractor safety management program is effectively executed in accordance with the company's policies, governmental regulations, and safe work practices. Work with Global HSE team as required to assist with development, understanding, and implementation of policies and directives. Participate in quarterly contractor HSE performance reviews. Participate in the development, review, and implementation of company HSE-related directives per established timelines. Responsible for management, review, and development of direct reports in conjunction with HR policies. Education:
Bachelor's or Master's degree (or higher degree) Appropriate certification desired (CSP, ASP, GSP, COSS, CES), Air Emission (Title V)
Experience:
Minimum of five years of experience in Safety, Health, and Environmental issues in a manufacturing or chemical industry
Specific Requirements:

Salary Range:
$80K -- $100K
Minimum Qualification
Environmental Health & SafetyEstimated Salary: $20 to $28 per hour based on qualifications.
